Indiana Prescription Drug Discount Purchasing Act - 2002
Summary: The Prescription Drug Discount Purchasing Act creates a state "Rx Program" which provides a prescription card to state taxpaying citizens for individuals below 300% of the federal poverty rate and for families below 400% of the federal poverty rates, plus those who are on Medicare and others who do not have prescription drug insurance coverage or are underinsured. It directs the state government to participate in, and actually force, the Free Market Place to work for average taxpaying citizens in ways similar to HMOs and Insurance Companies, for the purpose of negotiating on behalf of these taxpaying citizens for substantial rebates from drug companies and discounts from retail pharmacies; and then the state would pass the savings, minus a small administrative cost, along to Rx Program participants. The Act also directs the state government to negotiate supplemental Medicaid rebates from drug companies and discounts from retail pharmacies. |
